About Mirza Mohammad Yarmand

Lieutenant General Mirza Mohammad Yarmand is a highly experienced Afghan law enforcement and security professional with over 38 years of distinguished service in the Ministry of Interior of Afghanistan. Throughout his career, he has held numerous senior leadership roles, contributing significantly to national security, police reform, and institutional development.

He served as Deputy of Administration at the Ministry of Interior and Chairman of the Technical Reform Commission, where he played a key role in modernizing administrative and operational structures. As General Director for Combating Criminal Offenses, he led nationwide efforts in crime prevention, investigation, and law enforcement coordination across Afghanistan.

General Yarmand has been instrumental in major institutional reforms, including the establishment of biometric and identification systems for national security forces, criminals, and public officials. He contributed to the digitalization of passport systems, standardization of police training institutions, and development of national policing frameworks in collaboration with international partners such as the United States, European Union, and UNICEF.

He also played a leading role in organizing the Afghan National Police, strengthening the Police Academy, and developing professional standards, including authoring guidelines on police conduct.

Internationally, he has represented Afghanistan in numerous high-level conferences and training programs, including INTERPOL conferences in France, counter-terrorism initiatives in the United Kingdom, and regional cooperation forums such as SAARC. His work has also included efforts in combating human trafficking, anti-money laundering, and forensic investigations.

He is fluent in Persian (native), Pashto, and Uzbek, and has good proficiency in English and Russian.
